This document defines the governance structure for EX-TN-01 — Tender / Bidding Procedure. It establishes the foundational governance, impartiality, and auditability requirements for all tendering activities on the platform.
2. Scope Inclusions and Explicit Exclusions
- Governance of tender initiation, eligibility, selection, verification, decision, and closure
- Role separation and impartiality in all tender-related activities
- Audit and traceability of all tender records
- Anchoring and settlement as proof mechanisms only
- No UI, backend, or workflow automation
