This document defines the governance structure for EX-TN-01 — Tender / Bidding Procedure. It establishes the foundational governance, impartiality, and auditability requirements for all tendering activities on the platform.

• Governance of tender initiation, eligibility, selection, verification, decision, and closure
• Role separation and impartiality in all tender-related activities

• Anchoring and settlement as proof mechanisms only

• No UI, backend, or workflow automation

• No business logic or commercial negotiation
